Non-Player Characters or NPC's are characters that have been created at one point to move a plot or sub-plot along. Sometimes the NPC makes a one time appearance and other times it makes recurring roles. The general rule of thumb in dealing with NPC's is that they are free for anyone and everyone to use. However, at certain times, using an NPC needs to be run through by either the owner of the NPC or the Command Team.
A Level 3 NPC is a character that anybody can use at anytime for any reason. The majority of the NPC's on the list will be category 3. There is only one time that permission must be asked for using the NPC and that is when the NPC is about to be killed off. Common sense dictates that if you are bout to kill off an NPC, get the owners permission.
A Level 2 NPC is a character for the most part can be used for any minor plots without owner permission. However, if you wish to use this NPC for any length of time or cause any major things to happen to it, you need to contact the owner.
A Level 1 NPC is a character that should be treated like a PC in every aspect. It is required that you contact the owner if you wish to use the NPC at any time or manner. A Level 1 NPC is required to have a DBID and a detailed profile in the UCIP database. Level 1 NPC's are rare and far and few between. Failure to maintain and establish a profile on the UCIP database will result in dropping it to a Level 2 NPC.
