Shortly after the failed conference at Parliment, the crew of the Enterprise apologized to both the Selay and the Anticans for failing to keep the peace. The Selay withdrew the application to join the Federation and re-opened negoations to join the Romulan Empire. Further, the Selay launch a renewed effort to fight the Anticans. Using the Ferengi and free lance gun runners, the war is renewed. Starfleet reacts by denying both applications for entry and then moving several critical trade routes out of the sector. From that point on, the Federation only watches from afar for signs that the two would eventually settle their differences.
For nearly 80 years, the two species continue to conflict safely from the Federation trade lanes and both sides heed warnings from Starfleet to not attack any vessels. It wasn't until 5 years ago, when events changed suddenly and for the worse. The Antican's and the Selay were approached by the Romulan Diplomats with a request to join the Empire. This happened during one of the peace treaties between the Federation and the Romulan Star Empire and prior to the Romulan Empire fell into civil war. The Romulans asked for one or both of the species to join the Romulan Star Empire and by doing so, they would be given technology that would make them far superior to the other. The real reason behind this diplomatic move, was because the Beta Renna system is only a few light years away from the neutral zone and by getting the Anticans or the Selay to join, they could push the neutral zone much farther in towards the Federation.
When the Anticans and Selay suddenly ceased their conflict with each other and seriously began to consider the option of joining the Romulans, the Federation suddenly got very nervous that the Romulans were looking to take an entire sector without effort. They re-launched their diplomatic efforts to bring peace to the Beta Renna system. They sent in diplomatic teams to attempt to deter them from joining the Romulans and to join the Federation. Unfortunately, things went terribly wrong for the Federation, once again, when two of their diplomats were arrested and charged with murdering both an Antican and a Selay diplomat. Both species killed the Federation diplomats, however, they found out shortly after they killed them, that the Romulans had been the ones who cooked up the scheme. The Romulans quickly retreated back into Romulan space. Feeling guilty for the killings of the two Federation diplomats, they both agreed to allow the Federation to build a more permanent presence in the system. The approval to build San Frontieres was done.
As the colony started to come together logistically, the Anticans and the Selay began to fight again about who would get what facilities and where they would go. The original idea was to set up the colony on the planet of Parliament and work from there, however the Parliament system was too far out to maintain active communication. Each species wanted the colony on their planet and it seemed as if there was no way to break them of the deadlock.
It was decided that it had to be one of the two planets of Antica or Beta Rennar. Beta Rennar is a M class planet much closer to their star and therefore it is much hotter. The planet has 70% of it's surface covered in water and the rest is a jungle environment. Average temperatures run 100 to 120 degrees on a moderate day. On a hot day, the temperatures go up to 150 degrees. Antica is two planets further out from Beta Rennar and considerably cooler. Only 45% of the planet is covered in ocean and the climate is much cooler. Snow and ice cover the top and bottom quarter of the planet and therefore leaves the middle half of the planet for life. The air is much more desirable and very earth-like at a balmy 60 degrees on a moderate day and as high as 90 degrees on a hot day.
The Federation finally made arrangements with both species. There would be two colonies, a main one on Antica and an Annex on Beta Rennar. The Antican colony would hold the majority of the facilities, save critical facilities like logistics, hospitals, and research labs. The bulk of the senior staff would be on Antica and visit Selay as often as necessary. In exchange for this, the Selay were given closer access to a Federation trade route and therefore first bid on Federation goods and services. Once these details were hashed out… the real work begins. The building of San Frontieres begins.
Everything seems to go reasonably well, until one day, tragedy strikes… 6 months after the colony and the annex had begun the groundwork, a mysterious illness begins to spread out among the Selay and the Anticans. Unfortunately, the virus killed the humans in the sector almost instantly. There is a very short incubation period of the virus, known as the HSK (Homo Sapien Killer). The immediate result was to quarantine the entire sector and shut down all trade routes in and out. The virus was contained. Unfortunately, this left the Anticans and the Selay without referees and they started pointing fingers at each other once more. Each of them believes the other caused the disease and is trying to kill off the other.
