The UCIP Command Station is located in Sector 304 within the portion near Federation space that was the Neutral Zone. It orbits the sixth planet, class H, called Alpha VI in the redesignated Alpha Prime system that contains a type M star nicknamed 'Second Sol.' Reason for establishment in a previous Neutral Zone area was the first step of the peace process amongst the three powers.

There are four reactors located in the lower sector of the station that supply all the power for the station and is distributed by a gravitic motion EPS distribution net. The reactors also controls the SIF and IDS variables that play in the rotation of the station on its axis by utilizing a high resonance artificial gravitation induction that was started at the station's commision. All reactors utilize an enlarged matter/antimatter chamber system. Antimatter and plasma is provided by the main reactor which produces only twenty percent of the station's power.

The Central Core of the station is 4,827 meters (3 miles) long and 1,609 meters (1 mile) in diameter. There is a hub running through the center on a separate gravitational offset which is 365.76 meters (400 yards) in diameter. Being first of it's development, Starfleet attempted the proposed sectioned dynamic spaceframing in which Dyson Sphere-like conditions were utilized. Since standard starbases are built on an expanse of nearly six to eight times a Galaxy-Class starship with easily constructable modules, the proposal of this magnitude that could house dozens of standard starbases today was tediously overturned on PADDS by the brass but still passed with blessings in order for the three powers to combine easily. Most of the Central Core is lined with greenery, benches, trees, and all the air within is generated by the synthesis of oxygen to stimulate class M conditions for pleasure. On separate upper levels of the core, other environmentals have been established for other species in the Confederation as well as holosuite accomodations. Throughout the Central Core there are multiple support struts containing turbolifts and other computer access. On the upper sections contains upper environmental and life support systems.

The Central Array of the station is 1,609 (1 mile) long and 804 meters (0.49 miles) in diameter. It houses three independent computer cores and secondary generators. Included are the exterior weapons array and tractor beams. In emergency cases it can generate a high level shield but it's expanse is very limited compared to the station's size; however, there are independent shield emitters along various areas of the station including highly areas that require protection: the reactors and the upper levels. Also independent phaser emitters are scattered along the station in strategic areas in case of attack. However, most weapons on the station are limited and normally if an attack is even warranted enough, starships within or extravehicular vessels will defend the station.

The Habitat Hub is 2413.5 meters (1.5 miles long), 1287.2 meters (0.8 miles) in diameter, and contains all the offices, living quarters, and market shops within UCIP Command station which essentially is the 'living part' of the entire station where all activity occurs. There is a three-level area around the center of the Hub dedicated to merchants or entepreneurs who wish to house shops and is typically called the Promenade. Senior and Command Staff Offices reside in the uppermost levels, while the Quarters of the SS/CS are all in the lower levels, except for the offices of the CinC which take up an entire level just above the Habitat Hub itself. There are high security measures throughout SS and CS levels while some entrances are highly guarded with advanced and elaborate security measures ranging from facial heat to retina scans. All areas are monitored by visual recorders and are monitored by a classified central security room. Similar precautions are taken with the SS Quarters at the bottom of the Hub.

The Docking Area (self-referred to as the Top Hat by station personnel) is 4827 meters (3 miles) in diameter and is over two miles long. Most of the area is empty to allow for ship docking and movement. Several areas including a main administration room that can view all of the docking area have been constructed along the Docking Area including docking bays. Along the lower portion of the Docking Area house all cargo and storage facilities including the station's assay office. Above the Docking Area, there are ten decks, decks 1 through 3 are devoted to station operations and maintenence and are main administration areas. On decks 2 and 3, technical housing includes a main computer core, two backup fusion reactors, primary upper environmental controls and primary upper life support. Decks 4 and 5 are devoted to other duties of StarFleet ranging from science to exploration. The other five decks are devoted to the largest and most technologically sophisticated recreation areas in StarFleet. Lounges, holodecks, sporting arenas, gymnasiums and other related areas are located on these decks. Included are restaurants and the infamous Ten Forward which resides on decks 8 through 10.
