Black Ops
Main Operations is the command center of the Hephaestus. It consists of a large room centered around a strategic display which, by default, shows a tactical overview of the sector. Stations include strategy, science, operations, engineering, command and miscellaneous programable terminals.
Raised above the room is the Captain's office. The office has a balcony over-looking Operations with an excellent view of the strategic display.
Hephaestus has a considerable science facility provision. Its role as a shipyard calls for a sizeable diagnostic team. Its other role as an Intelligence headquarters calls for the computer power and expertise to decode transmissions. Both purposes lead to the presence of numerous science labs on the station.
Those positioned at the top of the station by Ops are legitimate ship-yard support and general purpose stations. The ones located on the underside of the station are black ops labs.
Deck 2: Captain's Quarters, Executive Officer's Quarters & VIP Visitors' Quarters.
Deck 3, Deck 4: Department Head Quarters & Visitor Quarters.
Deck 5 - Deck 12: Officers' Quarters.
Facilities required to keep a starbase running. Such as:
Deck 13: Main Infirmary, Counselling, Main Security, Armoury, Refectary, Gymnasiums, Swimming Pools
Deck 14: Holodecks (restricted access by program type, if you want that sort of program, go to the promenade), Concert Rooms, Conference Halls
Deck 15: Observation Lounges, Atrium, Hydroponics, Environmental, School, Nursery
The vast majority of the Starbase's workforce are enlisted personnel. Making most of their numbers are the dock workers required for the yards. Closest, of the habitable areas, to the access point with the sole exception of Stardock Administration, these rooms also number family quarters for those personnel with large families.
Deck 15 - Deck 32: Enlisted personnel quarters.
The largest part of the station is the Stardock. It is an enormous hollow center to the Hephaestus allowing ships to dock internally. Around the outer walls are meeting rooms, quarters and other facilities that mirror those provided to the Hephaestus' population intended for visiting ships' companies.
Deck 32 - Deck 62: Upper Star Dock
Deck 83 - Deck 113: Lower Star Dock
Between the two Stardocks lies Stardock administration offices and smaller replication plants. The main concourse is an enormous, open double-height deck. It is a place for cargo to be moved, people to disembark from internally docked ships and provides access from the inner core to the habitat ring.

The logistics and stores decks provide support for Hephaestus and visiting ships, a fabrication plant for large components and panels and quartermaster administration.
Deck 84 - Deck 89: Logistics, Stores & Quartermasters.
Deck 90: The size of 12 decks, the fabrication plant is an enormous production facility.
Deck 91 - 103: Marine Country, quarters, facilities and admin for Hephaestus' Marine detachment.
Auxiliary Engineering is set up as a redundant control center for Hephaestus' engineers in the event that the M/AM core needs to be ejected or 'The Well', as main engineering is known, needs to be sealed for any reason.
Deck 103 - Deck 123: Auxiliary Engineering, including primary power distribution and computer core.
'The Well'. Whilst the station itself can be powered from Auxiliary Engineering and remain operational, complete with life support, the only way to provide the power demands of the Stardock and the Fabrication plant is to use a 'warp' core.
Deck 123 - Deck 132: Main Engineering, upper level.

Deck 134 - Deck 151: Main Engineering, lower level.
Like starships, Hephaestus has the facility to eject the M/AM core in an emergency. The core is ejected straight down and out of the station. At the base of the ejection point are some of Black Ops' laboratories. These laboratories are ejected with the core. They are the home of the most risky of Black Ops' experiments. The ejection system can also be used to eject only these laboratories, preserving engineering with forefields and a bulkhead shutter.
The lower levels of Starbase Hephaestus are devoted to Black Ops. Specifically, to communications interception and code breaking, research and development and strategic planning. Access to these areas is heavily restricted. The Captain has clearance to enter but anyone below the CO's security clearance requires permission and escort in these areas.
