The Klingon Empire
Relations: Friendly
High Commissioner to Q'onos: Ambassador B'Elanna Torres
Head of State: Emperor
Head of Government: Chancellor
Governing Body: High Council
Military: Klingon Defence Force
Description:
Over the last decade, the relationship between the Federation and the Klingon Empire has grown to the strongest it has ever been in the history of the two powers. This has been the result of the prosperity and stability of the High Council over the last several years, as well as a favourable attitude towards the Federation by the current Klingon Emperor and the Imperial House in general. Good diplomacy has also served to strengthen ties between the former enemies, which are bolstered by military exchange programs and trade agreements. A united front against Romulan hostilities have reinforced Klingon faith in the Federation and Starfleet as "honourable" allies. Although there have been no outright hostilities for decades, certain renegade factions, spurred on by xenophobic Houses, on occasion cause problems along some Federation border colonies. However the Federation does not regard these incidents as intentional on the Empire's part.
The Romulan Star Empire
Relations: Strained (Non-Aggression Treaty)
High Commissioner to Romulus: Ambassador Kareel Odan
Head of State/Government: Praetor
Governing Body: Senate
Military: Galae (Fleet) / Tal'Shiar (Intelligence)
Description:
Towards the end of the 24th century, relations between the Romulan Empire and the Federation greatly deteriorated. The general populace lost faith in the senate, which was being controlled by various factions within the Empire, each with their own agenda. The praetorate became little more than a figurehead maintained by the senate, resulting in strained foreign relations. The Tal'Shiar seized this opportunity to gain more independence and now operates with little interference from the senate - many senators are in fact controlled by the Tal'Shiar. This resulted in more hostile encounters between the Romulans and the Federation and even open hostilities along the Romulan/Klingon borders. The Tal'Shiar carries out its operations with little regard for interstellar diplomacy; the government has adopted a denialist attitude toward the activities of the Tal'Shiar, attempting to acquit themselves of any responsibility. Although the majority of Romulans regard the Federation with contempt, there are minor factions within the Empire that strive for good relations between the two powers.
The Cardassian Union
Relations: Neutral (Treaty of Friendship)
High Commissioner to Cardassia: Ambassador John Guzman
Head of State/Government: N/A
Governing Body: Detapa Council
Military: Central Command / Obsidian Order (Intelligence)
Description:
The century of history between the Federation and the Cardassian Union has been marked by a constant cold war, ignited by hostile first contact at the turn of the 23rd century and culminating in Cardassia's alliance with the Dominion during the Dominion War. A totalitarian society almost completely controlled by the military, the Cardassians were known for being even more ruthless and cold than the Romulans. Although technologically inferior to the major powers of the Alpha and Beta Quadrants, the Cardassians were nevertheless a formidable foe, due in no small part to the Obsidian Order which controlled the civilian Detapa Council and the Central Command. Following the loss of the Dominion War, the Union was all but decimated. A treaty was signed by the Cardassians and the Federation which saw the Federation helping to rebuild the Union. The Federation withdrew at the start of the 25th century as the Union came to stand on their own again. The newly reformed Detapa Council has taken over governance but is still thought to be heavily influenced by the remaining embers of the Obsidian Order.
