An arctic colony on Vega IX, site of a series of strange murders in 240202 which led to an investigation by personnel from the USS Resolution.

Dr. Tlaloc Montalvo of the aforementioned vessel later reported to Starfleet Medical that the means of death, strikingly similar to the murders at the Sirocca settlement on Vega IX, were a single stab wound through the lung and heart. This allowed the victim to literally drown in their own blood.

The murders were later attributed to Dr. Dunning, chief medical officer at the Berg settlement, who was conducting illegal research into mind-altering technology with the intent of creating programmable assassins. The doctor was arrested after attempting to reprogram Commander M'Penza of the USS Resolution.

Unconfirmed reports at the time indicated an association between the Doctor and a figure named the "Leader," who represented unknown interests on Vega IX. No further information has since come to light on this individual, despite an exhaustive investigation by Starfleet Intelligence.
