The UCIP Bylaws are the laws and regulations which govern the United Confederation of Interstellar Planets. The Bylaws provide the foundations of UCIP and are an essential part of the smooth running of the group. Also listed within these bylaws are the operating guidelines and policies of various departments within the Confederation such as Personnel Policies, Promotion Guidelines and guidelines for proper IRC conduct. All questions and comments should be directed to the UCIP Commander in Chief.















ARTICLE I - COMMANDER IN CHIEF
  1. Responsible for the proper functioning of the Organization.
  2. Presides over all meetings and activities of the Organization.
  3. Unofficial Member of all operating committees.
  4. Coordinates the functioning of all other staff and fleets.
  5. Reports to the organization as to the state of the Confederation every year at the beginning of the year.
  6. May create practices to implement the UCIP Rules and Regulations and fulfill such duties.
  7. Commissions staff and committees of the Office of the Commander in Chief to fulfill such duties.
    1. Any such committees must maintain and adhere to a set of regulations.
    2. No part of these regulations may contradict the UCIP Internet or International Policies.
    3. These regulations will be subject to review by the Senior Staff.
  8. Awards the Admiral Bergen Ship Awards every four months, as formally proposed by Fleet Operations, with the Deputy Commander in Chief's input.



ARTICLE II - DEPUTY COMMANDER IN CHIEF
  1. In an absence exceeding 96 hours, or under the authority of the Commander in Chief, UCIP Internet, the Deputy Commander will be responsible for the proper functioning of the organization and shall preside over the meetings and activities of the organization.
  2. Advises the Commander in Chief, UCIP Internet, on all issues concerning the UCIP Internet organization.
  3. Implements practices and policies as directed by the Commander in Chief, UCIP Internet.
  4. Directly ensures the proper functioning of the Divisions under the authority of the Commander in Chief, UCIP Internet.
    1. Reviews the performance of the divisions and their Commanders.
    2. Recommends UCIP Award recipients.
  5. Makes recommendations to ensure quality simming.
    1. Recommends additional fleets and new ideas to the Commander in Chief, UCIP Internet, and the Senior Staff.
    2. Advises the Commander in Chief, UCIP Internet in all Staff appointments.
  6. May be replaced by a unanimous vote by a 100% attendance at a Senior Staff meeting or at the discretion of the Commander in Chief, UCIP Internet. This discretion is subject to Senior Staff approval.



ARTICLE III - DIVISION COMMANDERS
  1. Responsible for maintaining and encouraging enjoyable, quality SIMulations within their individual Divisions.
  2. The Division Commander shall ensure that each ship is operating properly, and simming regularly.
  3. The Division Commander may plan Division-wide events.
  4. The Division Commander must submit a bi-annual report to the Commander in Chief and Deputy Commander in Chief, via EMail, regarding the status of the simulations under their control. This must also be sent to announce@ucip.org.



ARTICLE IV - UCIP SERVICES & ADMINISTRATION

The support staff are not voting staff, but rather are people who put their own time and resources into helping UCIP to function. This document details the responsibilities of the Department Directors. Services staff report directly to the UCIP Services Director.

  • Services Director
    1. Directly presides over all departments within Services Division.
    2. May be replaced at the discretion of the Commander and Deputy Commander in Chief, UCIP Internet. This discretion is subject to Senior Staff Approval.
    3. IS granted 1 vote on the Governing Board ( Staff ) in representation of the Services Division. No other votes are allotted to services.
  • Academy
    1. Maintains as many Academies, and Deputy Commandants for each, as are necessary for proper instruction for cadets, where possible provision and flexibility for IRC training sim times should be provided for all time zones.
    2. Assembles and trains an Academy staff of teachers and assistants to assist the Deputy Commandants in teaching courses.
    3. Maintains an Academy Curriculum subject to Command Staff Approval.
    4. Maintains evaluation records for all graduating cadets and makes these records available to Sim commanders upon request.
    5. May be replaced at the discretion of the Services Director, subject to review of the Governing Board.
  • Database
    1. The Database Department shall find and maintain all UCIP email, web, and other media resources for interaction within UCIP and between UCIP and the public. Such authority extends to resources wholly owned or maintained by UCIP personnel.
      1. This does not include any external resources that isn't provided by UCIP.
      2. Some resources can be sub-assigned to individual SIMs, fleets, or departments. It is the responsibly of such SIM, fleet, or department to have primary control of the resource.
    2. Wherever possible, such resources shall be made available through the official domain name of UCIP, which is ucip.org.
    3. May be replaced at the discretion of the Services Director, subject to review of the Governing Board.
    4. The Database Department has the right to remove access to a resource it maintains with sufficient cause to protect the resource's availability, integrity, or appropriateness of content.
      1. If a perpetrator is not a UCIP member, or is anonymous, then the DB Dept has full authority to reasonably block access without also blocking UCIP members or legitimate public access.
      2. If a perpetrator is a member of UCIP, steps to contact the chain of command should be taken to resolve the issue.
        1. In major cases, such as the deliberate destruction of data or denial of service that affects a SIM, fleet, department or all of UCIP, all privileges may be suspended and the Executive, Senior, and Divisional Staff should be notified within 8 hours for further decision. The staff should rule within 72 hours of notice on any changes to the access removed by the Database Department.
        2. In cases of fraud or other abuse of information service, steps should be taken to rectify the data, remove the ability for the member to re-effect the change and notify the Senior and Divisional Staff within 24 hours for further discipline. The staff should rule within 7 days on any changes to the access removed by the Database Department.
        3. In minor cases such as inappropriate language on a public mailing list or inappropriate or illegal content in a web site, the Database Department may remove the content and/or remove access and notify the chain of command which has ownership of that resource within 24 hours. Appeals may be made to the Database Director or Services Director.
        4. Only the Services Director and the Executive Staff (as directed by the Senior and Divisional staff) may direct the Database Department to repeal or change its decisions regarding access control.
        5. If the access removed is a part of the member's duties, then the member's chain of command should choose a alternate person to carry out the duties and notify the Database Department if it is necessary for them to grant the access.
    5. Electronic mailing lists:
      1. An "Announcement" mailing list shall be made available to contact all members of UCIP.
        1. Only Staff members will receive authority to post onto it, for purpose of announcements and gathering of resources.
        2. Blatant misuse of posting non-UCIP relevant material will result in loss of authority to post as decided by the CinC.
        3. Individuals not able to post onto the public mailing list may request a Staff member to post for them. Any material forwarded falls under that Staff member's responsibility.
      2. Mailing lists for fleets, SIMs and departments will be made available when requested.
      3. The Commander and Deputy Commander in Chief, UCIP Internet carries the authority to be added or direct someone else to be added onto any mailing list.
    6. Website:
      1. Web space for basic information about UCIP, including its description, recent announcement, and links to web sites of fleets, SIMs, and departments will be provided.
      2. Web space for fleets, SIMs, and departments will be made available when requested.
      3. MySQL Databases used for fleets, SIMs, and departments will be made available when requested.
